Background 1. In early December 2022, First York submitted an application to the Traffic Commissioner to withdraw services 12 and 12A from 22nd January 2023, citing low patronage recovery, increased operating costs and a shortage of available drivers. 2. Service 12/12A currently runs approximately every half hour between Foxwood, Woodthorpe and York city centre, and approximately every hour between the city centre, Heworth and Monks Cross. The service operates on Mondays-Saturdays and is the only local bus route serving key parts of Heworth and Woodthorpe. 3. Due to time constraints, council officers carried out a short-notice tender exercise to seek a replacement service between 23/1/23 and 31/3/23. 4. A tender for a longer-term replacement service will then take place with the objective of having a full contract in place by 1/4/23. 5. The lowest price submitted was to provide an hourly service across the entire route at a cost of £1002 per day, or approximately £59k over the full contract period. 6. This amount can be covered using part of the council’s 2022/23 BSIP revenue funding provided by DfT. 7. Bidders were encouraged and given the opportunity to submit a price to operate an equivalent service level to the existing 12/12A, however no bids were submitted for this option at a cost which officers deem to be affordable or good value for money. 8. Officers recommend that the short term tender is awarded for an hourly service to the lowest bidder. Once the tender award has been made, officers recommend contacting the bidder to seek assurance that taking on this additional contract work will not impact on their existing service provision or reliability
